The Castle Pines Planning Commission voted on Feb. 27 to recommend conditional approval of The Canyons Preliminary Plan No. 3 (case PPDash2023Dash001), a large subdivision proposal that covers roughly 1,440.9 acres and would create approximately 1,561 residential lots, three future-development lots, multiple park dedications and a 67‑acre site intended for a Douglas County school.
Senior Planner Lisa Romelt told commissioners the preliminary plan meets the approval criteria in the city’s development regulations, noting evidence in the submittal for adequate water supply, public sewer disposal, drainage improvements and protection of cultural and natural resources. “The preliminary plan is proposing a park and planning areas O and N, several tracts for open space, utility and drainage, and trails throughout planning areas L and N,” Romelt said during the staff overview.
Applicant representative Skyler Hager of North Canyons Development Group described phasing, infrastructure sequencing and park dedications, saying the proposal “includes a large future Douglas County school site at 67 acres” and that dedications would be turned over to the city and then conveyed to the school district when funding and chartering align. Hager added the developer has coordinated studies and outreach and will continue engineering refinements during finalplat stages.
Commissioners questioned staff and the applicant on interjurisdictional coordination for a Cinnabar Drive connection, wildlife buffering along an elk crossing, remaining unit capacity in the broader Canyons PD and noise considerations related to the nearby Arapahoe County airport. Romelt said Castle Rock requested the Cinnabar connection be limited to emergency access and that the applicant voluntarily pulled housing back roughly 100 feet from a known elk crossing.
Chair opened the public hearing; no members of the public signed up to speak. After discussion, a motion to recommend conditional approval carried on a roll‑call vote. The motion includes standard conditions requiring the applicant to pay review fees, resolve consultant engineering comments and correct minor technical issues prior to filing the preliminary plan.
