County Administrator Michael McGuinness told the work session he has pressed providers on administrative bottlenecks that delay tangible local benefits. He said a provider-requested lease for a 50x50 parcel in Patrick Springs intended to host a cabinet and a public Wi‑Fi hotspot has been stalled for six months while attorneys review lease terms; the county had approved site access on the condition that the site be converted to a public amenity.
McGuinness said he is withholding signature on a pending Appalachian Regional Commission agreement until providers demonstrate clearer progress and recommended that providers immediately contact county economic development staff when they encounter private property easement delays. He offered the EDA and county staff as direct liaisons to help secure land rights so cabinets and electronics can be in place when fiber arrives in an area.
