Council approves $49,343.72 amendment for water-plant controls upgrade

The council approved an amendment with engineering firm Baxter & Woodman authorizing an additional $49,343.72 in design engineering services for the town's water treatment plant instrumentation and controls. Director Crockett and engineering staff told the council the upgrade is needed because many existing Allen-Bradley control panels are no longer supported and programming and server upgrades are required to meet current operational and homeland-security standards.
Staff and the consultant described replacing unsupported controls, consolidating the plant on a consistent control platform and improving redundancy and security. Councilmembers asked technical questions about SCADA repeaters, FCC licensing and whether the new system would support remote monitoring without exposing the control network. "Much of the existing Allen Bradley system... it isn't supported anymore," staff said, explaining the need for replacement and updated programming to provide secure remote monitoring and backups.
