Dan Heisel of Conservation asked the board to approve $275,000 from a combination of CIP and LOST funds to repave roughly a one-mile section at Little Sioux Park; he noted a 1.8-mile project had been discussed previously but staff were now looking at approximately one mile to reduce mobilization costs. "We had talked to you about this during CIP and we're looking at doing the 1.8 miles," Heisel said, later clarifying the board was now considering a one-mile segment to save mobilization costs.
Budget director Ryan said the projected ending LOST balance for FY26 is about $228,000, FY26 CIP remaining about $86,000 and gaming revenues projection about $342,000; supervisors debated using combinations of those funds to avoid incurring debt. One supervisor suggested using CIP first, then supplementing with LOST and gaming if needed; others expressed caution until staff verify eligibility of prior-year CIP balances. Because of those outstanding questions and potential timing issues with contractor mobilization, the board voted to table the request and asked staff to return next week with specific funding options and verifiable allocations.
