Board approves first reading to classify borrow pits as conditional use in AE districts

Planning staff told supervisors the zoning commission reviewed the county’s directive on borrow pits and recommended classifying borrow pits as a conditional use in Agricultural Estates districts to provide a local review and notification mechanism. "They examined this, borrow pit issue, looked at it from the practical difficulty, that was posed to a lot of our land owners," Daniel Priestley said, explaining the rationale for conditional use review.
Supervisors discussed the need for traffic control, dust mitigation and erosion controls and agreed a conditional use permit would provide checks and neighbor notification. The board received the zoning commission report and approved the 1st reading of the zoning ordinance text amendment by voice vote, recorded as 5-0.
