City delays some water/wastewater and park storm projects; streetscape reimbursement nearly complete

City finance staff told the board that some construction work in the combined water and wastewater fund — including the Stonebridge lift station and the McDonald Central Bank lift station — has been pushed to 2026, reducing projected 2025 expenditures in that fund. "Those are on hold, and we'll probably not see too many, if any, expenses in '25," the presenter said.
On the capital-improvement sales-tax fund, staff said roughly $1.5 million in project reimbursements remain for a streetscape project and that only one final reimbursement was outstanding. That timing affects transfers and the planned interfund movements staff said they would make once reimbursements land. The board heard that the Commercial Street project started recently and its reimbursement (about $800,000) factors into transportation-sales-tax projections.
Members asked about timing and whether delayed projects would be re-budgeted in 2026; staff confirmed several items will be carried forward and that the schedule is being updated for the capital calendar.
