Negotiators press district on voucher flows, duplicate‑enrollment reconciliation

Scott Ward (S2) explained that the Department of Education has improved reconciliation (the district now receives student lists), but statutory payment rules sometimes result in scholarship organizations receiving funds that the district later must pursue. "The duplicate enrollment before was they were literally paying them for students that were sitting in our classrooms no matter when," Ward said, describing why some funds are difficult to reconcile. Negotiators said they remain concerned about long delays and asked the district to provide detailed reconciliations by year so the bargaining unit can see what has been recovered and what remains outstanding.
The group also discussed Lake Tech and charter allocations and how partial FTEs for charter/tech teachers affect the CTSIA pot; the district said charter and Lake Tech portions are handled separately and may require those entities to supplement teacher payments if their DOE allocation does not cover the full band amount in the MOU.
