Scott Ward (S2) told bargaining members the district’s employee health insurance is self‑funded and has been a recurring pressure on the general fund.
"Our employee health insurance is self funded, which means a 100% of the claims, we have to pay for," Ward said, and added that the district has seen roughly $4.5 to $5.0 million in additional health‑plan costs each year. He said next year’s expenses are shown on the district chart as a large projected increase and that every dollar spent on claims reduces what the district can offer for other compensation.
Union negotiators pressed for more detail on the district’s move to a different carrier (Ward referenced a move discussion to HPI versus Blue Cross Blue Shield) and asked for additional communication to employees before open enrollment. Negotiators and staff agreed to meet with benefits staff and to finalize benefit‑communication language in advance of enrollment.
