County engineer updates grants, bridge candidates and easement policy; sets $100 minimum for temporary easements

County Engineer Ryne Thornburg provided the board a status report on secondary roads projects on June 9. He said RC&D Pathfinders is preparing an SS4A grant application for the Route V64 roadway improvement project and that he would include Safety Action Plan items (retro-reflective pavement markings and updated signage) to strengthen the application. Thornburg also outlined a potential bridge-bundling grant and identified two candidate structures; one near Harmony Elementary Center has already been replaced and the other (a twin box culvert on 115th Street west of Birmingham) may no longer qualify if repairs have already been completed.
"RC&D Pathfinders is working on the grant application for the Route V64 roadway improvement project," Thornburg reported. He noted four equipment items are scheduled for auction on July 9 and raised a problem with the county's temporary easement process for the 235th Street bridge project, saying landowners currently lack incentive to complete documents. Chairman Meek moved and Supervisor House seconded a motion to set a $100 minimum payment for temporary easement situations; the board approved the change unanimously.
The weed commissioner also reported approximately 75% of teasel spraying is complete for the year, and Supervisor Waugh asked Thornburg to enter work requests for two culverts needing repair. The minutes do not include engineering estimates or expected construction schedules.
