He also said the county asked the applicant to lengthen the northbound left‑turn lane at Hypoluxo and Federal based on DOT requirements; that work will be defined during permit review with the Department of Transportation. The council accepted the study's findings on the record and included traffic mitigation requirements in the permitting path for the project.
