Commission approves Basin Electric conditional-use permit for wind repowering, with one commissioner opposed

Basin Electric Power Cooperative applied for a conditional-use permit to repower existing wind turbines across multiple locations in Rushville, Newman, Gasman, Iota Flat and Willis townships and to increase blade length. The application includes temporary laydown sites and a restoration requirement to return laydown areas to farmland upon project completion.
The Planning Commission recommended approval based on the staff findings of fact and recommended that approvals be contingent on Public Service Commission authorization. In a roll-call vote the commission approved the CUP; Chair Fjeldahl, Comm. Rostad, Comm. Olson and Comm. Schuler voted yes while Comm. Merritt voted no. The motion as recorded stated approval of the CUP as presented "based on findings of fact and staff recommendation and contingent on the approval from the Public Service Commission."
