The City Council adopted Ordinance 25‑01 on second reading Tuesday to approve the Canyons planned‑development (PD) 5th amendment, following a staff presentation, a developer briefing and public comment from nearby residents.
Senior planner Lisa summarized the three core changes: add a portion of the South Havana Street right‑of‑way to the PD boundary, add neighborhood commercial land use to Planning Area 13 (permitted by special review) and revise standards for entry streets, block lengths and cul‑de‑sac lengths. She said the planning commission voted 5‑0 to recommend approval and that the amendment does not change overall density for the larger Canyons PD.
Applicant representative Skyler Hanger explained the Havana realignment is intended to improve intersection spacing and create a buildable parcel that the developer expects could support a small commercial lot. "This is just the 1st step of the process," Hanger said, noting future site‑improvement plans and architecture would return for review.
Several nearby residents urged caution on water, wildlife and notice; Jamie Henley said turnout has declined because residents feel their concerns are not heeded. "They just say, why? Why waste my time?" Henley told the council. Councilors added language to make clear the applicant's intent is for a single neighborhood commercial center and voted to move the neighborhood commercial allowance from Planning Area 14 into Planning Area 13; the ordinance passed on second reading.
