City starts months‑long rewrite of land development code, asks public for focused feedback

Community development director Donna Ferguson opened a joint study session Tuesday to launch the Unified Land Development Code (ULDC) update and asked council and planning commissioners to agree to a work plan that will run through August.
“We will send an email blast informing of this ULDC update endeavor,” Ferguson said, and staff will publish critical sections on a new ULDC web page so residents, builders and developers can read and provide input ahead of planning commission study sessions. She described a 24‑meeting schedule that includes joint meetings and two public review meetings in June.
Ferguson told the group staff will lead technical sections — preliminaries, nonconformity rules and a separate procedures manual — while the planning commission will do more in‑depth policy review. She said the update aims to fold several land‑development documents into a single, modernized code aligned with the city’s comprehensive plan.
Councilors pressed staff on how materials will be posted and how residents can track changes. “How are you going to post this information? Is it going up in real time?” Council member Roger Hudson asked. Ferguson responded that the timeline and opportunities for feedback will be posted as the review proceeds so the public can follow progress rather than waiting for a single final document.
Ferguson also proposed an absence policy for the long series of meetings and encouraged short, written questions in advance to keep round‑robin Q&A manageable. The study session closed with council and commissioners agreeing to the schedule and the public‑outreach approach; staff will circulate the web page and email notice after the work plan is finalized.
