City staff trains new PZB and HRPB members on preservation rules, ethics and quasi-judicial duties

Anne Hamilton, a city staff member leading the historic preservation presentation, opened the joint workshop and framed the boards' dual roles as both advisory bodies and decision-makers on quasi-judicial matters. "I'm Anne Hamilton. I'm presenting the HRPB portion of this," she said as she walked members through the types of applications the HRPB reviews and the legal foundations for those responsibilities.
Hamilton emphasized that historic review and preservation are exercises of local police power and that the city's design guidelines and the Secretary of the Interior standards form the basis for decisions. She told members the HRPB can recommend ad valorem tax exemptions and grant narrowly tailored historic waivers, but cannot create new land uses or grant additional density. Staff also summarized meeting procedures, ethics and disclosure rules and reminded members that communications related to board duties are public records.
