Emergency Communications staff said the purchase is phase 1 of an upgrade that will enable encryption for roughly 3,500 radios and that a grant was secured to pay for the work.
"In 2022, the FBI issued a policy that states that any criminal justice information transmitted outside the boundary of the physical secure location shall be immediately protected via encryption," an Emergency Communications representative explained, noting the county's need to comply. Staff added the Kansas Highway Patrol inspects compliance and that the county faces a 2025 compliance timeframe tied to inspections.
The board moved and seconded the purchase and approved it by roll call. Staff clarified the line‑item was for the software and programming to begin bringing the county radio system into compliance; scheduling, installation and device reprogramming steps were not detailed in the meeting record.
