County staff said the toxicology instruments that the agreement covers are aging and that the laboratory added parts and repair coverage that increased the annual cost compared with the prior multi‑year agreement.
"These instruments are old ... we're trying to phase these out and, working on validating, an instrument actually that's currently sitting in the drug ID lab," the Regional Forensic Science Center director said when describing the need to maintain older equipment while replacements are validated. The motion to accept the quote was moved and seconded and carried by roll call.
Staff explained the prior three‑year agreement averaged $17,324 per year and that the new one‑year arrangement increases flexibility at a higher per‑year cost because the county is not locking into a new three‑year rate. The board approved the renewal without additional conditions in the meeting record.
