The group considered whether a narrow definition can distinguish permissible ancillary activity (for example, a convenience store that sells vaping products behind the counter) from a dedicated retail vape shop with separate façade and signage. Commissioners agreed that design and signage standards plus separation metrics could be tools for protecting neighborhood character while allowing permissible commercial activity to continue.
Staff will refine definitions and propose permitting options that include special‑review pathways, distance metrics and signage/design controls.
