Jefferson County adopts updated building codes and placement permit for shipping containers

Planning and Zoning staff presented proposed amendments to Jefferson County Code Chapter 104 to adopt the 2018 International Building Code and to add Idaho plumbing and electrical codes. The staff presentation also proposed a placement-permit approach for shipping containers (Connex boxes) that requires level placement and anchoring for stock shipping containers, while modified or stacked containers in flood zones would require a building permit and engineered plans.
Planning staff explained the placement permit is designed to simplify compliance for simple, unmodified shipping containers while ensuring setbacks and anchoring. "So this went to the board of the building board of appeals, and we work together to kinda come up with this code, to not require a building permit for Connex boxes, but it would be called a placement permit," a planning staff member said. Commissioners read the ordinance title into the record, considered the changes, and approved Ordinance 2026‑04 by roll call during the public hearing. Staff noted they will continue recruiting plumbing and electrical inspectors to implement the expanded inspection responsibilities.
