Green also questioned the draft's 10,000‑square‑foot minimum for places of assembly and asked for the rationale behind that number. Several commissioners agreed it is better to define the outcomes the city wants to achieve (safety, privacy, containment) and allow operators flexibility in how they meet those outcomes, or to create a clear standard that can be measured during review.
Staff acknowledged the concern and said definitions and standards will be refined and circulated to commissioners before the March 18 joint session with council.
