Hilton raised a separate operational concern about mobile recycling trailers: when significant amounts of trash are mixed with recyclables, the entire bin must be treated as trash and cannot be recycled. "We've been receiving a significant amount of trash mixed in with recycles," Hilton said, adding that cross-contamination penalizes residents who separate correctly. The board acknowledged the report and thanked staff committed to recycling and responsible disposal.
