Commissioners also asked whether porta‑potties would be set on impermeable surfaces with berming to avoid runoff into the reservoir; the applicant said their current practice places portable toilets away from the water and described prior small events where he has used rented units. Staff told the commission that the fire marshal, chief of fire/EMS and VDOT would review access and that final site‑plan review would address required safety and fire‑code compliance.
The commission recommended that the applicant coordinate with sheriff's office and emergency services when events occur and that staff obtain agency statements for the renewal and initial review process. Those conditions appear in the list staff proposed as part of the CUP recommendation.
