Resident asks county to investigate Clearwater Improvement District billing and alleged statutory violations

Splatt described the district's history and said it once held approximately $600,000 in reserves but later experienced thefts and management problems. On current complaints, he said the district inflated water fees: "We're charged, about a buck and 0.5, 100 cubic feet by the Joint Powers Water Board. That's then inflated to $2 a 100 cubic feet by the board." Splatt said the district also authorized improvement work "that was never okayed by the landowners as required by the statute."
Chairman West told Splatt the sheriff's office had investigated earlier allegations and that the county attorney had reviewed the matter; he asked Splatt for contact information so staff could follow up. Splatt requested that the county require the district's board of supervisors to act "within the law." The commission acknowledged the request and agreed to gather contact information and pursue follow-up with the county attorney.
Splatt also objected to the three-minute public-comment limit and asked to be placed on a future agenda so he could present the matter in greater detail; commissioners suggested scheduling a future agenda item to allow more time and detailed review.
