City Hall redesign could add sixth floor; officials say $8 million shortfall remains

Village staff presented a revised City Hall design that would enclose the rooftop and add a sixth floor, and said the change increases estimated project cost to roughly $55–56 million compared with about $48 million for the five‑story design.
"The good news is we have been able to raise approximately 44 to $45,000,000," a commission liaison said, and added that the village still faces an $8 million gap. Staff described three possible revenue sources to close the gap — proceeds from 24 remaining transferable development rights (TDRs), increased community contributions from new developers, and state funding the village will seek in Tallahassee.
Officials also emphasized mandatory arts funding required by county code (an arts allocation equal to 1.5% of the total project cost) and said the project team is evaluating whether to preserve a shell for future build‑out of the rooftop floor or build out infrastructure now to avoid later disruption. Staff said they will bring a funding spreadsheet and options to the March commission meeting.
