TIES field moves forward; PFL replaces AFA as project financier

Officials said Treasure Isles Elementary (TIES) plans are with the school board and that PFL, a Florida LLC, will take over the program administration previously listed under AFA; groundbreaking was described as possible in late March or early April, with construction estimated at nine months to a year.
Village staff told the board that plans for the Treasure Isles Elementary School fields are now with the school board and are on the consent agenda; if there are no required changes the project will move to final permitting and construction.
"We're hoping if the school board permits us for early 2nd 0.25, we're talking about end of March, beginning of April to do [the] groundbreaking ceremony," a commission liaison said. Staff explained the Joint Use Agreement (JUA) is on the school board's consent agenda and that PFL — a Florida LLC — will be the group administering the financial and programmatic aspects of the field work. Officials said AFA remains as a backstop for the project if PFL encounters problems.
Board members asked whether the vendor change altered program commitments such as clinics and youth programming; staff said "all of that's the same" and that PFL is the company AFA will use for camps and clinics under the revised arrangement. Construction on the field and related Gallion Street work was estimated at about nine months to a year once fencing, painting and initial remediation are complete.
