City Recorder Nicole Tritten read a definition of Total Maximum Daily Load (TMDL) and explained Westfir's obligations under EPA rules administered by Oregon DEQ to protect Middle Fork water quality by minimizing runoff pollutants including bacteria and mercury. The Council reviewed a draft 2024 TMDL report the City must file with DEQ by Feb. 1.
City Operator Bobby Archer reported no problems at the water plant but "addressed permit noncompliance for levels of E. coli at the wastewater plant," and said he would work with Max Baker, the City's Certified Operator, to isolate and resolve the problem.
