Residents urge Westfir to pursue Natural Hazards Mitigation Plan after chronic flooding

Adam Kennedy, a Westfir homeowner, updated the newly seated council on persistent stormwater accumulation in the 1st and 2nd Street neighborhood and his on-the-ground abatement efforts. Kennedy said he had closed a privately owned section of 2nd Street and had a 200-foot fire hose running from his low spot to McLane Creek to pump standing water; he also reviewed County stormwater data suggesting many upstream culverts drain into McLane Creek.
Kennedy said the County has concluded the local culvert is not undersized and that he intended to "take the problem to the state or federal level." He pointed to the Lane County Multi-Jurisdictional Hazard Mitigation Plan (Oct. 2023), which lists "Drainage improvements for 1st/2nd Street Loop," and stated "His position is that Westfir should pursue an NHMP," arguing that pursuing a Natural Hazards Mitigation Plan would be required to pursue FEMA funding for mitigation work.
