Staff report progress on permits, emergency services, utilities, and Town Hall/EOC project
Summary

Department heads presented routine monthly reports and project updates to Council.
Patrick Brown, Building Code Administrator, reported January permit and fee totals and said 22 new homes are currently under construction. Fire department statistics for January were presented, and staff noted completed I&I budgeting, CRR home visits, upcoming CPR/AED classes, and Cascade System certification testing. Assistant Chief Casey Herring presented Police Department updates, including finalizing a MASC Risk Assessment for Law Enforcement (to be submitted Feb. 18), coordination with SLED, purchase of a new patrol vehicle, and ordering bulletproof vests for new officers.
Utilities Director Mr. Zemp reported January pumped and treated water totals, completed ditch maintenance on Fort Street, AMI project status at 99% completion with staff training held, and that the Wastewater Treatment Plant upgrade is progressing with a temporary bypass plant planned for two to three weeks. Administrator Mark Aakhus summarized wastewater lift station work (three nearly complete and four remaining), Army Corps appraisal work, and said the Town Hall/EOC project remains on schedule for substantial completion March 24, 2026.
