The commission voted to authorize the village manager to negotiate and execute agreements with the YMCA of South Florida to deliver summer and year-round youth programming for North Bay Village residents and Treasure Island Elementary School (TIES) students. Staff described an anticipated total program cost of about $187,950 and said roughly $95,000 is available in the current fiscal year to fund the summer portion.
"This upcoming summer, the village anticipates to be able to offer 2 no cost options for village residents and Thai students, arts for learning camp and the YMCA camp," staff told the commission during the presentation. Commissioners repeatedly pressed staff for details on who would be subsidized and whether families from Miami Beach who attend TIES should contribute. The village manager said, "We have the money in this year's budget," and clarified that the money budgeted will cover the summer program; additional funds would be needed to sustain year‑round programming into the next fiscal year.
Commission discussion focused on eligibility and fairness. Vice Mayor Cook and other commissioners said they wanted the summer program to proceed without delay while they negotiate cost-sharing for subsequent years. A motion to authorize the manager to complete the agreements passed on a roll call after the presentation. If executed, the YMCA partnership will also include after‑school options, holiday camps and family engagement activities, and an open house and registration planned for early March.
