Opera House window bids far higher than budget; committee recommends council consider revised funding

The pre-bid tour produced only one bidder, Joe Daniels Construction, which estimated roughly $350,000 in materials alone; staff said per-window materials average about $7,700 and that additional costs reflect the building's historic requirements.
Staff said municipalities are typically not eligible for tax-credit grants and that delaying the work increases the risk of greater structural damage and higher costs later. The committee discussed contingency planning; staff said some project savings from other items would be reallocated if council approves the amendment. The motion to recommend the budget amendment and related resolution to council passed by voice vote. Staff noted that Landmarks Commission approval of contractor-submitted window plans will still be required before work proceeds.
