Committee recommends contracting with regional planners for Southwest Stoughton neighborhood plan

The committee recommended that council consider Resolution R109 to contract with the Capital Area Regional Planning Commission (CARPC) to develop a detailed neighborhood plan for about 10–12 acres near Stoughton Utilities on Highway 138.
Staff said the study would explore commercial, residential or mixed-use scenarios, potential park-and-ride options identified by DOT planning, and financing tools such as tax incremental financing from the nearby Kettle Park West TIF if the TIF boundaries are amended. Committee members discussed prior regional studies and whether the MPO has the park-and-ride on its radar; staff offered to share the updated report and CARPC would model scenarios in the contract scope. The committee voted to recommend the budget amendment to council.
