Council approved a contract to build Wagon Works Way and to remediate the former DPW site as part of the broader redevelopment on the RDA parcel. City staff said the bid package includes a remediation line item and that the contract uses a quantity-based approach so additional contamination discovered during excavation will be removed at additional cost rather than buried or left onsite.
Because of unknowns on the site, staff included a 6% contingency (higher than the normal 3%). The mayor and director said the project is part of a multi-phase development and that removing contaminants off-site was a deliberate choice because of proximity to the river. Council amended the resolution title to make remediation explicit and approved the contract by voice vote.
