County grants manager Christina Marshall and assistant public works director Andy Hooten asked commissioners to approve submission of a FY2026 Congestion Mitigation and Air Quality (CMAQ) application for $353,484 to the Wyoming Department of Transportation. The proposed project would place magnesium chloride on approximately 76.82 miles of county roads to reduce dust and address air-quality impacts related to industrial activity.
Marshall said the total project cost is estimated at $441,855 and the required 20% cash match is $88,371; the match is included in the draft FY2026 grant projects budget. Commissioners moved, seconded and approved the resolution authorizing submission. The project schedule requires completion by Dec. 31, 2028.
Public works staff said the estimated cost per mile is $5,751.82 and that the county will target industrially impacted roads for the work.
