County staff told the board the site is in a heavy‑industrial zone inside growth‑management and highway‑overlay areas and recommended approval with specific conditions.
The planner outlined required conditions carried over from the prior permit, including that vehicles and trailers must be stored within a screened fence area, existing screening must be maintained, vehicles may not be stacked higher than six feet, and the permit is personal to Joseph G. Fleim. The Planning and Zoning Commission had voted 4–0 to recommend approval. Commissioner Slaughter moved the resolution and the board approved it unanimously.
The applicant had requested an indefinite permit term on the basis of past compliance; staff recommended limiting the permit to county-established terms but the board approved the permit with the conditions presented. Commissioners noted no agency or public comments had been received during the hearing and that the conditions included compliance with state vehicle storage/disposal licensing.
