Schock said the movement of dust is complex and compared it to wind: mitigation measures like additional millings need time to compact before they materially reduce airborne dust. The panel agreed to incorporate a requirement for additional millings in the zone closest to the public roads and to expand vegetative buffering where shown on the attached site plan; the panel also endorsed a quarterly check-in structure to monitor implementation.
