Commission approves small instructional learning center at Avon Town Center with limited hours and no outdoor play

The Planning and Zoning Commission approved Application #5064 on April 22 to allow The Friends Learning Center to operate an educational/tutoring use at 16 Ensign Drive in the Avon Town Center (AVC) zone. Applicants Justin and Deborah Faust described the program as instructional classes for children ages 3–5, not a daycare or preschool; classes run two hours and the current operation at 395 West Avon Road offers one class per day Monday through Friday.
Deborah Faust told the Commission, "It is not a daycare or a preschool and there is no outdoor playground." Commissioners approved hours of operation Monday through Friday, 9 a.m. to 5 p.m., and imposed conditions prohibiting an outdoor play area and any signage without a separate application to the Planning Department. The Commission found the proposed use meets the applicable sections of the Avon Zoning Regulations and closed the public hearing.
