The Daggett County Commission voted to apply a revised methodology to reconcile administrative fees for funds 11, 13, 19 and 23 and to charge fund 25 the actual interest accrued back to 2019.
The chair (Speaker 5) moved that the county "use the data that was collected to come up with the difference versus what was actually paid in administrative fees and what should have been paid in administrative fees" and asked that the same, more accurate wages-and-benefits approach be applied going forward. Legal counsel (Speaker 2) cautioned members that "it's actually noncompliant or illegal to use county property tax that's not on a specific group of people or a specific area," underlining the need to ensure the general fund is not bearing costs that serve only a subset of residents.
Speakers described the goal as twofold: (1) reconcile past discrepancies back to 2019 using available data and accrued interest where appropriate, and (2) begin tracking wages and benefits on a consistent pay-period basis so future allocations are defendable. The chair said the approach could use interest accrued in relevant accounts to bring balances current and that fund 28 should be held until an absent colleague can participate in that discussion.
A motion reflecting the proposal was made, seconded and approved by voice vote; two affirmations of "Aye" were recorded on the transcript. The chair indicated the motion and the vote addressed the agenda items under discussion.
Next steps: staff will finalize the calculations, document the methodology in the meeting recording and reconvene on fund 28 when the absent commissioner can join the discussion. The transcript contains a numerical reference to an RDA difference that was unclear in the recording; the exact reconciliation figures will be provided in the commission's follow-up materials.
