Staff explained these resolutions are required to lease submerged footprints from the state so existing structures (outfall and beach outfall structures) can be regularized; legal counsel said the language comes straight from the statute and the legislative body must verify permitted uses.
Council moved to suspend the rules and adopted both resolutions by roll-call votes. Staff characterized the measures as ‘‘housekeeping’’ to document past uses and to allow the city to proceed with submerged-land lease applications to the state.
