The Mentor on the Lake City Council voted to accept the low bid from Cook Paving and Construction Company and authorized the mayor and administrative director to execute a contract for the 2026 storm sewer repair project under Ordinance 2026-O-10.
Clerk read the ordinance authorizing the contract and council moved to suspend the rules for immediate passage. After suspension the ordinance passed on a roll-call vote with all present voting Aye. Staff noted the contract was procured through bid openings and described the work as the sinkhole/storm sewer repair project that includes sites on Plains Road and a collapsed storm sewer in the Dallas parking lot; staff also said an additional Cedarwood failure may be added to the scope and would be handled by change order.
During discussion a councilor asked whether the contractor was properly vetted; staff replied they had called multiple references and that the procurement team found no disqualifying issues. The city described the contract as cost-plus and warned that certain schedule-driven costs can increase overall price depending on Cook's schedule.
