Residents press supervisors on noise, shooting, Lake Louise and sidewalk funding

A range of citizens used the public-comment period to highlight neighborhood concerns and county priorities. Derek Franklin described frequent late-night gunfire near Glen Brook, requested limits on shooting ranges in residential areas, suggested hours of operation with after-hours enforcement, buffer zones from homes and play areas, and a permitting process if an outright ban is infeasible. Peter Schreiber emphasized the county's rural quiet, urging that raising background noise to 55 decibels would alter rural character. Theresa Kelly asked the Board to remove motorsports parks as a permitted use in A-10 zoning after a June 20 incident, and played an audio recording from a neighbor who lives about 70 feet from the river to illustrate noise impacts.

Other speakers included Janet Newton, who urged continued pursuit of enforcement and remediation after Lake Louise was reportedly drained without permits and which resulted in lost hydrant access and reduced assessed values; and Carl Schwendaman, who warned the county might lose a TAP grant for a village sidewalk extension and suggested regional coordination or applying for VDOT 50/50 revenue sharing. Paul Simmons cautioned against changing countywide zoning in response to a single problematic neighbor and suggested pursuing criminal or civil remedies where appropriate. The Board acknowledged the comments and, in some cases (firearm discharge), moved to conduct broader public outreach.
