The Board approved a conditional use permit for Tri-Hope Life Ministries to operate a Level 2 recovery residence on a 3.49-acre A-10 parcel at 1800 Stonehenge Farm Road. Planning staff described changes since a prior denial in February 2024: the applicant secured a certificate of occupancy, obtained VDH septic approval, and reduced occupancy from 16 to eight residents plus two staff.
Conditions include a 10-person occupancy limit, annual county inspections (above and beyond complaint-triggered zoning inspections), a designated complaint contact, and the ability to revoke the CUP for noncompliance. Attorney Erbach and the applicant indicated the private-road access dispute had been resolved by agreement. Board members emphasized compliance; Mr. Kinney noted past tensions but said he would vote to approve. The motion to approve Ordinance O-2026-09 passed unanimously, 5-0.
