Planning staff recommended approval with ten conditions, emphasizing preservation of existing vegetation in the right-of-way setback and supplemental plantings to mitigate visual and noise impacts.
Applicant counsel said the project completes the outparcel development contemplated in the 2010 rezoning and requires no changes to existing proffers or the concept plan. He told the Board the facility would be owned and operated by Walmart and estimated "350-400 net new trips." Board members asked about tank location and DEQ permitting; counsel said tanks would be underground and that DEQ permitting for fuel storage would be required during final engineering.
Carl Schwendaman requested the inclusion of fast EV chargers and an extension of a sidewalk; the Board acknowledged the public comment and moved to vote. The CUP passed unanimously, 5-0, with Mr. Webb noting the Planning Commission had previously voted 4-0 to recommend approval with conditions.
