Board members raised timing, expenditure rules and construction sequencing concerns — including whether portables can be reused and how playground replacement would fit into the phasing. Staff explained a typical IRS three‑year expenditure expectation for bond proceeds and said they expect to be able to expend Series 1 funds within that window while staging projects to limit campus disruption. The board directed staff to bring a formal priority list back for approval and to incorporate community input during schematic design.
