Galesburg authorizes city manager to execute energy aggregation agreement with regional broker group

The Galesburg City Council voted to authorize the city manager to execute a municipal aggregation agreement with the Central Illinois Municipal Aggregation Group (CEMA), a consortium run by Stone River Group, to pursue a fixed-price electricity supply for residents and small commercial customers who do not opt out.
City Manager Hansen explained that the city joined CEMA to gain buying power from a group of more than 60 municipalities. "Given the sensitive time frame, city staff are requesting prior authority from the city council to allow the city manager to execute the municipal aggregation agreement at the time of receipt," Hansen said, noting the current agreement expires in July 2025 and that the consortium must obtain signatures from all municipalities on the same day to secure the lowest responsible bidder.
Council approved the prior authorization by voice vote (seven yes votes). The authorization allows the city manager to sign the agreement on the day the broker finalizes it; residents would retain the right to opt out under the municipal aggregation program.
