City proposes $10.45M property tax levy; council questions library request

Members asked for more time to review budget papers and line items; Hansen pointed them to specific budget pages and offered to provide additional explanations and adjustments before final vote. The levy item and associated library request were set to return for final action at the next meeting in two weeks.
