Jennifer Holmes, who identified herself as a Ward 5 resident, told the council she recently encountered a homeless person in pain and confusion on Cherry Street and called public safety to check on her.
"Galesburg needs a downtown day center or drop in center for people who are homeless," Holmes said, noting the nearest dependable shelter is the Galesburg Rescue Mission located outside of town on Farnham Street. She suggested the council consider a staffed day room offering meals, showers, clothing and a phone/message service, and recommended distributing simple resource cards to residents and businesses.
Holmes cited the Carpenter's Place day-room model in Rockford as an example that offers a common area, meals and basic hygiene services. She urged the council to "take seriously the problem of homelessness in our community and take actions to address it."
