The presenter told the council the budget includes a 2% COLA for staff and two proposed additional general-fund positions. "There are 2 additional head count that are being considered in this year's budget that are in the general fund," he said, and described one position as an addition to police — "It can be either a patrolman or a detective, and we're gonna work with chief to get that out."
Council members discussed tradeoffs between its desire to avoid tax increases and the limited revenue impact of small rate changes. One council member said he would "not vote for tax increase," while the presenter noted small adjustments could bring modest revenue gains that help cover personnel costs.
