Presenter (S2) told the council the central capital ask was a $600,000 jet truck to maintain large sewer lines and keep the system functioning. "It was $600,000," he said, adding the truck handles large lines and that the existing unit is "two years beyond its useful life." He proposed using $400,000 from sewer fund balance and $200,000 from operations rather than financing the purchase, noting financing could cost about $50,000 more over three years.
A council questioner (Committee member S3) asked, "Can you tell me what that is and why we need to spend $600,000 on something?" The presenter replied that the unit clears heavy debris in large-diameter lines (up to 12 inches), is standard across peer cities, and uses fewer custom modifications than a ladder truck would. Staff said buying now would keep future debt capacity available when the city takes on a multiyear plant rehab expected to require significant borrowing.
