City reports recycling costs have fallen under GFL; staff recommends a lower recycling rate

S3 (Presenter) said recycling costs have improved since the city switched service to GFL and that the city is recommending a reduced recycling rate to better match market conditions: "In fact, GFL is is charging us a much more competitive rate."
He said the city had lost a local recycler, that some customers declined city service as too expensive, and that the adjusted rate would still produce an estimated margin for the city. Staff asked the council to discuss the change with the city manager and indicated that commercial uptake is currently limited.
