Barry Seace presented drawings and information about 675 S. Main St., saying he wants to use the building for displays and advertising and to add a storage area beside and behind the building secured by a 6-foot fence for security and public safety.
Assistant Solicitor Sam Craley prefaced the panel’s response by stressing the meeting was an informal discussion and not a substitute for a formal application: “This is an informal discussion with the Planning Commission and is NOT meant in any way to be binding or determinative on behalf of the Borough. The Board will NOT issue an advisory opinion, nor will the Zoning Officer until specific plans are provided through the formal submission process.” Commissioners and staff told Seace the property currently comprises two parcels that would need a reverse subdivision to combine them and that a variance would be required to permit a fence extension along the Walnut Street frontage because the site is a corner lot with two front yards. Ms. Poole and Mr. Craley commented that securing such a variance could be difficult without a demonstrated hardship.
No formal action, application, or advisory opinion was issued at the meeting. Mr. Seace was told to pursue the formal submission process if he intends to proceed; the Zoning Officer and solicitor indicated they would not render a determination until they have a complete application and plans.
