Board hears 4% COLA, PERS pickup changes and state-funding trigger in new OSEA contract

Directors pressed HR staff for details on Article 22 during discussion of the collective bargaining agreement. HR Director Shyla Waldron said the district negotiated a 4% cost-of-living adjustment for 2026–27 and a 3.25% COLA for 2027–28, with trigger language that would raise the 2027–28 adjustment to 4% if the state school fund for the next biennium is funded at $13,200,000,000 or more. "We negotiated a 3.25% pull adjustment for the 27–28 school year with agreed-upon trigger language that should the state school fund for the next biennium be funded at $13,200,000,000 or more..., the district would provide a 4% increase of cost of living adjustment instead of the 3.25%," Waldron explained.
Waldron also described a change to the district’s historic handling of the PERS employer pickup. She said the district is moving away from covering the 6% PERS pickup and will instead add that amount to staff wages so it is included in pension calculations. She flagged that the district added contract language responding to Senate Bill 968 on payroll deductions and recovery of over- and underpayments. Directors asked for clarification on the share of staff in Tier 1 and Tier 2 PERS and Waldron replied that less than 25% of staff remain in Tier 1.
